Twenty-three managers from government, businesses, and non-profit organizations in Hainan Province, China, have been studying public administration at the University of Utah since January 2008. A panel discussion with four U graduate students was moderated by Steven Ott, dean of the College of Social and Behavioral Science and director of the Institute of Public and International Affairs.
